Make resource files consistent among different languages.
CORE-18903
Add the WS_DISABLED flag for IDC_BUTTON_HELP and IDC_BUTTON_SAVE_INFO,
in those places where it was not done. The actions corresponding to those
buttons are currently unimplemented, this is why they were disabled.

Some of the punctuation use in WIne has been converted to half-width,
so the punctuation will no longer synced.
Converted from Cantonese to HK-Style Written Chinese.
Also assign zh-HK translations to the ReactOS Chinese
translation team in the CODEOWNERS file.

Update for the "Choose product options" strings in syssetup:
Originally "ProductType" and "ProductSuite" (typesetted without spaces) were the registry value names where these settings would go, but since it's meaningless to show these values it's better instead to use human-readable names with correct translation and spacing.

Leave english strings untouched regarding space before colon.

as that is a french speciality and was correct,
