Fix wrong MAKEINTRESOURCEW() macro usage cases in LoadCursorW() system-wide.
MSDN documentation for this function states we need to use MAKEINTRESOURCEW() macro only for internal application-defined cursors (loaded from the app instance specified by hInstance parameter), but not for system-defined cursors (those begin with IDC_* prefix), in case when hInstance is NULL.
So get rid from MAKEINTRESOURCEW() macro usage for all cases when hInstance parameter is NULL. And on the contrary, when hInstance is valid and points to the application instance, then use it for the resource identifier.

Introduce an emergency log-off and restart feature, available when holding
down the control key and selecting "Log Off" or "Shut down" in the MSGINA
Ctrl-Alt-Del security dialog, similar to Windows Server 2003 and newer
Windows versions.
- Convert all modeless dialog boxes back to modal dialog boxes.
- Use WM_TIMER to detect SHIFT key press instead, as you can't
directly intercept messages on modal dialog boxes.
- Remove some unused functions.

Some of the punctuation use in WIne has been converted to half-width,
so the punctuation will no longer synced.
The Asian logo and bar positions are different from English or Latin positions, due to Asian font.
Add positional adjustment to IDD_STATUS if Asian.
Follow-up of #4280ef4f0d0.
The About dialog banner will now show the correspondent Product version selected on install.
This will make it easier to tell which edition of ReactOS is installed.
Do a sanity check onto the dialog box type before terminating it. As it stands now, a call of PostQuitMessage() is invoked even when the dialog box is modal. This is illegal due to the fact that the shutdown dialog box is initiated by the "Security" main window thus WlxDialogBoxParam.
A call to PostQuitMessage onto a modal dialog box leads to a undefined behaviour, as it'll not just terminate the thread but also eventually killing the Winlogon process whose the thread belongs to.

Implement the re-worked shut down dialog box as well as implementing fancy log off dialog box.
- Fancy shut down dialog box has been redesigned to be more comparable to of XP.
- Implement features that were missing earlier.
- Implement the fancy log off dialog which is more comparable to of XP.
Since they are completely undocumented and unlikely will be implemented in ROS,
stubbing them only in spec file seems to be a better solution than adding wrong
prototypes.
Use `stdcall -stub` instead of `stub` and enable parameters of the functions.
This allows to properly load our msgina.dll in Windows XP/2003.
Although it still doesn't boot to desktop with dll replaced, but nevertheless
the system crash that was caused by stubbed functions does no longer happen.
Instead of messing with global variables and the like, we introduce two target properties:
- WITH_CXX_EXCEPTIONS: if you want to use C++ exceptions
- WITH_CXX_RTTI: if you need RTTI in your module
You can use the newly introduced set_target_cpp_properties function, with WITH_EXCEPTIONS and WITH_RTTI arguments
We also introduce two libraries :
- cpprt: for C++ runtime routines
- cppstl: for the C++ standard template library
NB: On GCC, this requires to create imported libraries with the related built-in libraries:libsupc++, limingwex, libstdc++
Finally, we manage the relevant flags with the ad-hoc generator expressions
So, if you don't need exceptions, nor RTTI, nor use any runtime at all: you simply have nothing else to do than add your C++ file to your module
A ros specific addition that does not exist on Windows.
Default for Server is still the classic shutdown dlg,
no change on that.
But interested users can manually now create the registry setting
"EnforceFriendlyShutdown" REG_DWORD to "1"
within "SYSTEM\\CurrentControlSet\\Control\\Windows"
to allow overriding the Windows default behavior
without relying on changing the product version number, because
that would not be side-effect-free.

Invalidating and updating the whole window is a waste of computation resources and may cause certain controls notably the text string control to flicker. So instead, just invalidate the specific portion of the client area which is the animation bar.
Updating translation for:

- Complete and Fix the SPANISH TRANSLATION on Setup
- Correct the random names, fixing the denominations, translate of the English words, and fixing random and incorrect denominations like "Cabinet" or "distribuciones".
