[COMDLG32] Enable auto-completion on comdlg32 (#3564) 
Auto-completion will be enabled when the user opens "Open" or "Save As" dialog of the common dialogs. CORE-9281

NOTE: The relative pathes, "..\" and "\" are not working. Those are bugs in CLSID_ACListISF.

[TRANSLATION] Improve zh-TW translation (#3218) 
- Added zh-TW translation for the following modules: credui, crypt32, getuname, mapi32, themeui, shlwapi.
- Modify zh-TW translation for other files.
- Moving Traditional Chinese translation back to Zh.rc for files came from Wine (comdlg32).

Jérôme Gardou 23373acbb9 [CMAKE] Use modules instead of shared libraries 
There is no need to compile our DLLs as shared libraries since we are
managing symbols exports and imports through spec files.

On my system, this reduces the configure-time by a factor of two.

Hermès Bélusca-Maïto b7c4c4dc79
[COMDLG32] Add the missing NEWFILEOPENV2ORD dialog resource, whose absence made all of the Open/Save-file dialogs not displaying anymore. 
This was a regression from last Wine (Staging) 3.9 sync (f68b0c51) that
introduced the usage of this new dialog.
To do: Properly generate the dialog localization.
