[MSI] Don't write past end of string when selecting parent directory (#6335)
Import Wine commit: bbce5d014d

Since there's not really something sensible to do in the
"path contains no backslashes" case (adding a backslash seems pointless),
move PathAddBackslashW call inside the if condition to avoid the crash.
Fix suggested by Thomas Faber.

This fixes heap assert in msi/dialog.c when installing Tortoise GIT.

[SYSSETUP] syssetup.rc improve URLs (#5810)
Reformat those URLs in a way that allows new lines to be added, or
existing lines to be removed or changed,
without the need to touch any neighbor line.
This will also allow git blame to work much better in the future.

Fix outdated URLs:
http://www.icu-project.org -> http://icu.unicode.org
https://fedorahosted.org/liberation-fonts -> http://pagure.io/liberation-fonts

I checked: all of the URLs do still work as good as before.

- Added "swap_interval" argument to ddraw_surface_update_frontbuffer()
- Added ddraw_swap_interval_from_flags() function for dispatching
  the integer type of required swap interval
- Updated ddraw_surface_update_frontbuffer() function for managing the
  swap interval between backbuffer and frontbuffer (and relative flipping)
- Updated the ddraw_surface7_Flip() function for relaying the swap interval
  to ddraw_surface_update_frontbuffer() function.
- Added 0 value (as Wine) when the swap interval is not required

This fixes empty white screen issue on rendering because of lacking
swap interval for the software / games that use ddraw.

These let this test load on WS03 and even WXP, too.
Notice though, that even after the change, the test does not manage to load bcrypt.dll yet on Windows XPSP3 yet, even when copying it next the test.

No functional changes.

1a6f523e01 [WINESYNC]: reg is now in sync with wine-staging wine-6.23
Used winesync.py script, commits which needed obious adjustments have explicit
note in commit message, that it is manually adjusted. Internationalization is
skipped while automated sync and done in last manual step.

Additonal manual adjustments to compile in ros are in this commit:
- wcsupr -> _wcsupr
- only 3 arguments for swprintf, instead of 4 in wine
- disable tests for "/reg:32" and "/reg:64", because they fail on w2k3

Manually addjusted base/applications/cmdutils/reg/lang/zh-CN.rc while rebase to
actuall master (4a66cbb224) on 19.06.2022
