There is no need to compile our DLLs as shared libraries since we are
managing symbols exports and imports through spec files.
On my system, this reduces the configure-time by a factor of two.

This doesn't include everything anymore, but I wanted to get the PR out of the way.
- Use the tab title from the corresponding dialog resource caption string.
- Fix some translations, and complete the french one.
- Use DialogBoxParamW and MAKEINTRESOURCEW (with W).
