Steven Edwards afa13639b8 bunch of w32api fixes. ascii.h is gonecd ..! coff.h was unused and quite a few others were redunant and could be moved. If you try to build a app in the ROS build system without using __USE_W32API or Unicode beware it won't build as it shouldn't. Also partinfo was really broken so someone needs to fix this.
