[TRANSLATION] Multiple minor fixes and addings. (#2516) 
- Applications: eventvwr, fltmgr, servman.
- rosapps: arping, CTM, fontsub, fraginator, imagesoft, systeminfo, vcdcontroltool, vgafontedit.
- CPLs: desk.cpl.
- ReactOS Setup GUI app.
- Screensavers: butterflies, maze, Starfield.
- System: NTVDM, printing/monitors/localmon; the freeze dialog in user32, the error strings in usersrv.

[TRANSLATION][BASE][FDEBUG][MODULES][WIN32SS] Use correct font name in Chinese resources, CORE-9566 (#227). 
Localized resources should use the correct Traditional/Simplified Chinese fonts
that are most suitable for UI and compatible with Windows.
