[NTUSER] Improve NtUserSetWindowPlacement (#7096)

Splitted from #7082. Correct behavior of
NtUserSetWindowPlacement function.
JIRA issue: N/A
- Check gptiCurrent->dwExpWinVer in
  NtUserSetWindowPlacement function.
- Fix the last error.
