* Attempts to implement #1682 - TPARequestEvent
Awaiting further feedback. I've implemented the event, and elected to send a message to the requester of the TPA when the event gets cancelled.
* Fix formatting

Correctly charge for the use of commands.

We now first test, if the user could pay it, do the stuff and then charge him. If the command throws an exception, the user will not be charged.
