Revamped TFM_BanManager, TFM_Ban and TFM_ServerInterface

Better ban type checking
Moved ban reason compilation to TFM_Ban
TFM_ServerInterface: Less expensive operations first
Command_rollback now polls TFM_RollbackManager for available players
