[SENDMAIL][ZIPFLDR][MYDOCS] Fix creation of SendTo files (#2616)
- Improve and move SendTo files creation code and timing.
- Delete IDS_DESKLINK of shell32.
- Add IDS_DESKLINK into sendmail.
