[XDK][NTOSKRNL_VISTA] Put NTKRNLVISTAAPI to XDK headers
for vista+ APIs implemented in ntoskrnl_vista.
Now if you statically link ntoskrnl_vista into a driver,
NTKERNELAPI will automatically be removed from an API definition
