[SHELL32] Implement IsLFNDriveA/W and improve PathResolve (#4866)
- Fix IsLFNDriveA and IsLFNDriveW functions.
- Add IsRemovableDrive helper function.
- Fix PathQualifyExW by using IsLFNDriveW.
