[SHIMGVW] Enable scrolling (#6172)
- Add m_xScrollOffset and m_yScrollOffset to
  PREVIEW_DATA structure.
- Add ZoomWnd_UpdateScroll helper function.
- Handle WM_HSCROLL and WM_VSCROLL messages.
- Enable mouse wheel scrolling.
