[SHLWAPI][SHLWAPI_APITEST][SDK] SHCreatePropertyBagOnMemory (#5511)
- Add propbag.cpp.
- Add CBasePropertyBag / CMemPropertyBag classes.
- Implement SHCreatePropertyBagOnMemory.
- Strengthen SHPropertyBag testcase in shlwapi_apitest.
