[MSUTB][SDK] Add Language Bar dialogs (#6422)
Supporting Language Bar...
JIRA issue: CORE-19363
- Add IDD_CLOSELANGBAR and
  IDD_MINIMIZELANGBAR
  resource dialogs.
- Implement CUTBLangBarDlg class.
- Implement CUTBCloseLangBarDlg
  and CUTBMinimizeLangBarDlg
  classes.
