[USER32] Implement ImeWnd_OnImeSetContext (#4329)
- Modify NtUserSetImeOwnerWindow prototype.
- Add User32GetTopLevelWindow function.
- Add ImeWnd_OnImeSetContext function.
- Implement WM_IME_SETCONTEXT message handling of the IME window.
