[SDK][VIRTIO][NETKVM] Make VirtIO a separate library (#6280)
* [SDK][VIRTIO][NETKVM] Make VirtIO a separate library

This is to avoid code duplication when more VirtIO drivers are brought in. This will also be used on development of a VirtIO XDDM GPU Driver.
