[WINLOGON] Protect function calls to '3rd-party' DLLs by SEH. (#4743)
This includes:
- Notification dll calling in CallNotificationDll().
- winmm.dll API calling (e.g. PlaySound) in PlaySoundRoutine().

Also:
- Fix dwKeyName usage in RegEnumKeyExW() specifying a number of *characters*.
