[MSUTB][SDK] Use QISearch for QueryInterface (#6631)
Simplify code and reduce binary size.
JIRA issue: CORE-19363
- Use shlwapi!QISearch for QueryInterface
  implementation.
- Add delay link to shlwapi.
- Define QITABENT macro in <shlwapi.h>.
