[MSPAINT] Implement skew (#4362)
- Add SkewDIB helper function in dib.cpp.
- Implement Stretch and Skew feature by SelectionModel::StretchSkew and ImageModel::StretchSkew.
- Move ColorKeyedMaskBlt function.
