[MSPAINT] Reset scroll position in some situations (#5789)
In some situations, the scroll position should be reset.
- Add CCanvasWindow::resetScrollPos method.
- Reset the scroll position on loading a file.
- Reset the scroll position on mirroring/rotating
  the image.
