[SHELL32] Initial SendTo implementation (#2021)
This PR will realize SendTo feature. Initially, there is no file in SendTo folder (displayed as "(None)"). If you added some shortcut files, then SendTo shows some menu items.
- Copy, Move, and Link are working.
- Added icons.
