[BROWSEUI][BROWSEUI_APITEST] SHExplorerParseCmdLine(): Sync and improve (#3231)
ROSTESTS-302

- SHCreateFromDesktop(): Sync declaration and spec.
- SHExplorerParseCmdLine(): Sync declaration, header and spec.
- SHExplorerParseCmdLine: Enforce 'UINT_PTR' return type.
Addendum to e39876d and 0f8439a.

- SHExplorerParseCmdLine: Replace '*EXPLORER_INFO'
