[CMAKE][CONFIGURE] Enable runtime checks on MSVC by default. 
Remove RTC switch from configure.cmd, now MSVC runtime checks are
supposed to be enabled/disabled via CMake define (-DRUNTIME_CHECKS=1)
Prepare for adding more dynamic analysis options
