Colin Finck 3b9ccf3f7d Add an Event Log Viewer coded by Marc Piulachs (marc DOT piulachs AT codexchange DOT net) 
The icons were taken from the comctl32.dll.
I did not add it to the "reactos.dff" as ReactOS doesn't support Event Logs yet.
