- Remove the now unneeded CSR messaging support.
- CsrInit() goes away also and the usage of the CsrProcess is replaced by that of gpepCSRSS.

[WINSRV]
- Use a DLL instance for loading resources, instead of calling GetModuleHandle.

[KERNEL32/NTDLL]
- Remove unneeded variables.
