[SHELL32][SHELL32_APITEST][SDK] Implement Int64ToString (#5706)
- Implement Int64ToString and LargeIntegerToString functions.
- Add Int64ToString and LargeIntegerToString prototypes to <shellundoc.h>.
- Add Int64ToString testcase.
- I found a bug in GetNumberFormat.LeadingZero.
