[SHIMGVW] Add 'rotate and save image' buttons (#6186)
- Add IDC_ROT_CWSAVE and IDC_ROT_CCWSAVE buttons.
- Add Preview_pSaveImage helper function.
- Use it in IDC_ROT_CWSAVE and IDC_ROT_CCWSAVE
  command handling.
