[COMDLG32] Implement CDM_SETDEFEXT (#5704)
- CDM_SETDEFEXT message handling was a 
  missing feature of COMDLG32.
- Make info->defext dynamic allocation.
- On CDM_SETDEFEXT handling, replace
  info->defext data.
