[IMM32] Implement Soft Keyboard Type C1 (#6036)
Follow-up to #6021. This PR will finish ImmCreateSoftKeyboard implementation.

- Add c1key.h to define C1 internal codes.
- The tests are done, using FreeCJ2004 on Chinese/Taiwanese system.
