[SHIMGVW] Add new features (CORE-11044) (#3113) 
Add these new features:

- Use accelerator table for keyboard hotkeys.
- Updated italian translation.
- Simplified creation of toolbar and tooltips.
- Added missing toolbar buttons.
- Initialize common controls for theming.

French translation by Kyle Katarn.
Polish translation by Adam Stachowicz.
