[SHIMGVW] Unlock file (#6181) 
- Add m_pMemStream to PREVIEW_DATA structure.
- Add Preview_pFreeImage helper function.
- Add MemStreamFromFile helper function to make
  a memory stream.
- Avoid file locking by using a memory stream and
  GdipLoadImageFromStream.
