Timo Kreuzer 10bb50b456 [HAL] Fix SMP initialization 
- Don't use CONFIG_SMP, this isn't handled in (most of) hal
- Add a dummy HalpSetupProcessorsTable for UP
- Call HalpRegisterKdSupportFunctions only for processor 0
