[SETUPAPI] Sync setupapi/queue.c to Wine 4.8 (#5233)
Sync setupapi/queue.c to Wine 4.8 to improve cab extraction.
This fixes 'fixme:(dll/win32/setupapi/queue.c:418) awful hack: extracting cabinet'
