[EXPLORER][SHPOLICY] Implement "NoSimpleStartMenu" policy ( #1258 )

- Enable "New Start Menu" control for all languages.
- Implement the "NoSimpleStartMenu" policy in shpolicy.c and its usage in explorer.
- Hide controls instead of disabling (as in Win XP/Vista).
