[W32TIME] Add Spanish (es-ES) translation (#4149) 
Restore initial translation by Julen committed in ea6e7740
which was then dropped in 3d8d88ea.

Add translation for IDS_DESCRIPTION.

3d8d88eaf9 [W32TIME] Improve w32time setup 
- Remove w32time from hivesys.inf
- Implement DllRegisterServer
- Add DllUnregisterServer stub
- Register w32time at the end of setup phase 2
