Thomas Faber a42481108c [KMTEST:IO] 
- Disable IoRegisterDeviceInterface test, since it crashes on Windows
- Add test showing that IoRegisterPlugPlayNotification's callback receives the full path to the symbolic link (this was fixed in r62249)
