[CONSRV] Keep a count of input events in the console queue + code simplifications. 
- Update the documentation of members of CONSOLE_INPUT_BUFFER.
- Simplify ConDrvGetConsoleNumberOfInputEvents().
- Simplify ConDrvFlushConsoleInputBuffer().
- Use also GetConsoleInputBufferMode() more often.
