win32config.h/libxslt.h: remove unnecessary ROS-diff
xsltwin32config.h: this was missed in the 1.1.34 sync
xsltexports.h: mark a ROS-diff as such
Fixes GCC 8 warning:

There is no need to compile our DLLs as shared libraries since we are
managing symbols exports and imports through spec files.
On my system, this reduces the configure-time by a factor of two.
