[TRANSLATION] Add and improve Russian and Ukrainian translations 
[NETID]
- Add and improve Russian translation. Addendum to b9426a3f and c276681e.

[MACHINE.INF]
- Fix probably a machine translation. Addendum to 2d8274bd.
- Standardize some device names.
- Also add missing Ukrainian translation.

c276681ef4 [NETID] Improve the 'Computer name' property page 
- Check for changes of the host and domain name.
- Use NetGetJoinInformation to retrieve the join status.
- Implement the SyncDomainWithMembership setting.
- Disable the administrator warning temporarily.
