[IMM32] Add IMP stub functions (#3989)
- Add IMP (Input Method Profiler) stub functions (ImmIMPGetIMEA/W, ImmIMPQueryIMEA/W, ImmIMPSetIMEA/W).

- Rename nt3.c as win3.c.
