JIRA issue: CORE-19363
- Add IDD_CLOSELANGBARNOBAND and 
  IDD_MINIMIZELANGBARNOBAND resource dialogs.
- Add IDB_BITMAP154 and IDB_BITMAP155 resource
  bitmaps.
- Disable Desk Band by using g_bEnableDeskBand
  global variable.
