This is intentionally not part of ntdll_apitest, because that links to advapi32, which links to rpcrt4, which (wrongly!) links to ws2_32, which (wrongly!) links to user32, which breaks the test.

- Implement CMruBase::_UseEmptySlot.
- Implement CMruLongList and CMruShortList.

Since binutils can not add this, we re-introduce pefixup.
It searches for the exported symbol '_load_config_used',
and uses that to fill out the LOAD_CONFIG directory in the PE header
For now, the only test is related to a user trace stack db.
The entire test application is disabled for gcc,
since it is unable to generate this load config info.
The stacktrace test is disabled until it is implemented.
The initial tests in send.c validate correct behavior of send/sendto on
disconnected sockets (CORE-9810), fixed in r68129.
However, the helper functions are generic, so they can be used for additional
tests against AFD. Because AFD's create packet structure changes between
Windows versions, the functions check the OS version to determine the right
layout.
Tests succeed on Win2003 as well as Win10.
