[MSVCRT][CRT_APITEST] Implement _wsystem (#5032)

Implement _wsystem(), by referring system().
Improve system().
Use WaitForSingleObject in system() and _wsystem().
Check existence of COMSPEC.
Thanks ChatGPT.
