- Change RtlIsDosDeviceName_U() implementation to a better Wine implementation

- Winesync RtlIsNameLegalDOS8Dot3()
- "ntdll_winetest.exe path" reduced to 3 failures (which happen on XP too), so considering "path" done 100% now.
