[SETUPLIB][USETUP] Reduce duplicated code

- ScrollDownPartitionList() and ScrollUpPartitionList()
  --> ScrollUpDownPartitionList()

- GetPrimaryPartitionCount() and GetLogicalPartitionCount()
  --> generic GetPartitionCount() and macros.

- GetPrevUnpartitionedEntry() and GetNextUnpartitionedEntry()
  --> GetAdjUnpartitionedEntry() ("Adj" == Adjacent)
