Sync GetNamedSecurityInfoA with Wine.

Browse source 
RtlCreateUnicodeStringFromAsciiz is unwanted since the call to GetNamedSecurityInfoW checks for NULL
and in this case sets ERROR_INVALID_PARAMETER.
