[SHLWAPI][SHLWAPI_APITEST][SDK] Implement SHPropertyBag_ReadGUID etc. (#5491)

- Implement SHPropertyBag_ReadGUID and SHPropertyBag_ReadStream functions.
- Modify shlwapi.spec and shlwapi_undoc.h.
