[0.4.14][NTUSER] Allow Window Snap to be disabled and optimize
Win+Left, Win+Right, Win+Up, and Win+Down can be disabled by registry value WindowArrangementActive REG_SZ 0 in HKEY_CURRENT_USER\Control Panel\Desktop Snapping mouse can be also disabled. by porting back: 0.4.15-dev-5703-gd04e148d1c
